Developing Sustainable Infrastructure in Support of Quality Field-Based Practice
The Children’s Board of Hillsborough County (CBHC) funds a wide range of services and supports
designed to meet the specific needs of local children and families. Though not developed through
rigorous service testing, many established community programs and practices are built on sound
intervention principles and have demonstrated their ability to successfully meet local need.
However, communities are faced with the challenge of incorporating evidence-based practices into
established programs. Developing Sustainable Infrastructure in Support of Quality Field-Based
Practice (SIP) investigates how the Children’s Board of Hillsborough County can maximize
investment in these programs and promote, implement, and sustain best practice for positive child
and family outcomes.

Subsidized Child Care Attrition Study
In order to maintain eligibility for child care subsidies, families are required to re-certify at least annually. However, in Hillsborough County, Florida, there has been an unprecedented increase in the number of families not completing the re-certification process, resulting in an under-utilization of state and federal funds allocated for child care subsidies. Using telephone surveys, this study investigates the reasons why families have not re-certified for subsidize childcare funding in Hillsborough County. The results of this study will be used to develop strategies to decrease rates of attrition from subsidized childcare in the county. By: C. Caffray-Kreines, L. Medrano, and K. Maes. Published April, 2005.
